What is required for drone registration? What is the Remote ID function?

Flying drone and landing pad

To fly a drone outdoors, you must first apply to the Ministry of Land, Infrastructure, Transport and Tourism for aircraft registration, and then display the assigned registration number (officially called "registration mark") on the aircraft. Failing to follow these procedures and flying outdoors can result in a violation of the law and penalties, so it is essential to complete them.

Essential information for drone registration

To register an aircraft, you are primarily required to provide the Ministry of Land, Infrastructure, Transport and Tourism with the following information:

  • Type
  • Manufacturer
  • Model
  • Serial number
  • Owner's address, name, phone number, email address
  • (For corporations) User's address, name, phone number, email address, corporate number
  • (For corporations) Owner's office address, name, department name
  • (For代理申請の場合) Agent's address, name
  • Aircraft weight class (25kg or more, or less than 25kg)
  • Whether modified
  • Presence of Remote ID

As listed above, there is a wide variety of information to apply for, but most of it can be easily found. However, many people may not be familiar with "presence of Remote ID." Remote ID plays a very important role in aircraft registration.

What is Remote ID?

Remote ID refers to a system that remotely broadcasts aircraft identification information via radio waves.

To fly unmanned aircraft, including drones, outdoors, a registration number must be displayed on the aircraft. This can be described as physical proof. Furthermore, it is mandatory to display identification information electronically using the Remote ID system.

The Remote ID system allows the following information to be broadcast at a frequency of at least once per second, even during flight:

  • Serial number
  • Registration number
  • Position, speed, altitude
  • Time

Types of Remote ID

There are two types of Remote ID: "internal" and "external." Internal type is built into the product from the start, while external type is attached later. External types can be manufactured by the same company as the product, or sold as standalone units.

Cases where Remote ID installation is waived

Many drones manufactured before registration became mandatory are not equipped with a Remote ID system. In such cases, an external one must be attached.

However, it is waived if procedures were completed during the pre-registration period, if safety measures were taken, or if the drone is tethered during flight.

It is also waived for flights conducted by the National Police Agency, prefectural police, or Japan Coast Guard for security or other "highly confidential operational purposes."

When displaying the registration number on the aircraft, using stickers is very convenient. WRAPGRADE sells stickers for displaying registration numbers. If you care about design, please consider using them.

Outdoor flight of unmanned aircraft requires Remote ID installation and registration number display!

Finger pointing at warning mark

For outdoor flight of unmanned aircraft, including drones, it is required to apply to the Ministry of Land, Infrastructure, Transport and Tourism and then display the assigned number on the aircraft. Various pieces of information are essential for registration, but among them, Remote ID is particularly important.

Remote ID is a system that broadcasts drone identification information via radio waves and is mandatory for registration. While there are specific cases where Remote ID installation is waived, it should generally be considered mandatory. Understanding the basic aspects of Remote ID installation will be helpful for procedures with the Ministry of Land, Infrastructure, Transport and Tourism.

Using stickers or decals is very convenient for displaying the registration number on the drone's body. WRAPGRADE sells stickers and decals for displaying registration numbers.
